Impotent means powerless — unable to do anything effective, even though you want to. A government can feel impotent if it cannot stop a problem, and a person can feel impotent with anger if they're furious but can't change the situation. Impotent also has a specific medical meaning: a man who is impotent is unable to get or keep an erection. Because of this second meaning, be a little careful using the word about a person.
