    If you are ill-prepared, you are not ready for something that is coming — a test, a trip, a talk, a storm. You did not pack, practise, or think ahead enough. Teachers use it a lot about exams; news uses it about governments and hospitals. It is a little more formal than “not ready.” Though actually, it often carries a small blame: not just “the thing hasn’t started,” but “someone should have got ready and didn’t.” You can also be ill-prepared even if you tried, if what you did was the wrong kind of getting ready — studying the wrong pages, packing summer clothes for a mountain.
