If you are ill-equipped for something, you do not have what you need to do it. That can be tools and kit — a team ill-equipped for a storm — but people very often stretch it to skills, knowledge, or even feelings: a new teacher ill-equipped to handle a noisy class; a person ill-equipped for grief. So it is not only about bags and machines. You usually say ill-equipped for or ill-equipped to do. It is common in news and in careful speech. From ill used as an adverb ('badly') plus equipped.
