If you call someone ill-bred, you are saying they are rude, and you are blaming the way they were brought up. The idea is that their parents did not teach them how to behave with other people: they talk with their mouth full, they shout at waiters, they make other people uncomfortable and do not seem to notice. It is a sharp, rather old-fashioned word, and it can sound snobbish — as if good manners were something you inherit. Younger speakers more often say rude or badly brought up. Again, ill- here means badly, not sick: badly raised.
