Someone hypercritical is too eager to criticise other people and things, especially about small details. Critical can be useful: a critical friend helps you see a weak line and make it stronger. Hypercritical has gone past useful. Almost nothing is good enough. A hypercritical parent notices the one dirty cup. A hypercritical reader lets a tiny spelling mistake ruin a whole page. You can also be hypercritical of yourself, which is tiring and not the same as having high standards. It often describes a parent, a teacher, a boss, or a reviewer, and it usually sounds unkind. It is a fairly formal adjective. In speech people more often say 'too picky' or 'always finding fault'. The extra hyper- is the whole point: over-judging, not merely careful.
