In a howling success, howling does not mean a sad cry. It means extremely — so successful people might as well howl with delight. You also hear it as a strong word in front of other things: howling mad (very angry), a howling gale (a very strong wind). It is informal and colourful, not the calm word for a school report. Though actually, howling is also just the ordinary -ing form of howl, the sound wolves and wind make. Older and younger speakers all still use the set phrase howling success; the “wind howling” use is even more common in everyday talk.
