A housebroken pet has been trained not to or indoors. You use it of dogs and sometimes cats: the animal knows to go outside, or on a pad or in a litter box, instead of making the house dirty. It is mainly American English. In British English the everyday word is house-trained, which says the idea more . Broken here does not mean the animal is damaged or sad. It is the old “broken in” idea: trained until the wild habit is under control, the way people once spoke of breaking a horse. A puppy that is not housebroken yet will have accidents; that is normal, not naughty in a human way. You would not call a person housebroken — it would sound like a joke, and a rather one.
