Horn-rimmed describes glasses whose frames are thick and dark, made to look like animal horn or tortoiseshell. Today the frames are almost always plastic; they only copy the old look. A hundred years ago some frames really were cut from horn or shell. The style became a kind of “clever person” or “serious office” look in films, though actually all kinds of people wear them now, and fashion keeps bringing the thick frame back. You use it before a noun: horn-rimmed glasses, a horn-rimmed pair. You would not usually say a person is horn-rimmed — the glasses are.
