Something hit-and-miss is done in a way that is not planned or steady: it works well one time and poorly the next, so you cannot count on it. A hit-and-miss restaurant might give you a wonderful plate on Tuesday and a sad one on Friday. British English likes hit-and-miss; American English often says hit-or-miss for the same idea — both are fine, and people mix them. It is informal. Though actually, it does not mean you tried and failed. It means the results jump around. There is also an old machine sense, a hit-and-miss engine that only when it needs to, but you will meet that only in specialist talk.
