A high-up is a person with a high rank — a boss, a director, someone near the top of a company, a school, or the government. It is informal corridor talk, not report talk. People say the high-ups to mean “the people in charge,” often with a little distance or a small complaint: the high-ups decided; the high-ups will not like this. Though actually, in careful writing you would say senior managers or executives. You may also hear a high-up in the firm / in the party. Do not mix this noun with high up as two words, which often just means “in a high place.”
「high-up」指職位高的人，例如老闆、主管，或接近公司、學校或政府頂層的人。這是口語，是辦公室走廊上聊天的說法，不是報告用語。人們說「the high-ups」，指負責的人，常帶一點距離感或小小的抱怨，例如 the high-ups decided（上頭的人決定了）、the high-ups will not like this（上頭的人不會喜歡這樣）。也常會聽到 a high-up in the firm（公司裡的高層）這樣的說法。
正式寫作裡會說 senior managers 或 executives。兩個字的 high up 是另一回事，通常指在很高的位置上。
