Helsinki is the capital city of Finland, the country in the far north of Europe, next to Sweden and Russia. It sits on the south coast, by the sea. When someone says they flew to Helsinki, they mean this city. When the news says Helsinki decided something, it often means the Finnish government, which works there — not every person in the streets. Though actually, Finland has two official languages, Finnish and Swedish, and in Swedish the same city has another name, Helsingfors. You may see that name on older maps or Swedish signs. Helsinki is not the capital of Sweden (that is Stockholm), and it is not a word for a kind of person or a kind of weather. It is only the name of that capital.
