Almost always passive: 'be hedged in'. First the picture: a hedge is a wall of bushes, so a field hedged in is closed on every side. Then the common use, which is the feeling: hedged in by rules, by debts, by other people's plans — you can't move freely. A slightly word; you read it more than you say it.
