A headlock is a hold in fighting sports: you wrap your arm around someone’s head and neck and lock them there so they cannot move freely. Wrestlers and some martial-arts teachers use the word as a noun and as a verb (to headlock someone). It is physical and informal; it is not a hug and not a gentle “hold.” In a story it can also be a street fight, not only a sport. Though actually, lock here means “a hold that will not open,” like a lock on a door — the arm is the lock, and the head is what is caught.
