A head-scratcher is something hard to understand, explain, or decide. Informal. It comes from the picture of a person scratching their head when they are stuck. The first, literal sense (something that makes you scratch your head) is old, from 1873; the usual meaning now — a puzzle — is from 1971, and that is the one you will meet. You might say, “That’s a real head-scratcher.” Friendly, spoken English — a little too colourful for a formal report.
