A hard-nosed person is not moved by tears or charm. They have a goal, and they push for it. Close to hard-headed, but the feeling is tougher: not only practical, but set on getting what they want. Business and sport use it. It can be respect — they will not waste time on a pretty story if the numbers are bad — or it can sound cold, as if feelings are a waste of time. Though actually, the first picture was not a person's nose. The word first pointed at bullets with a hard tip, the kind that do not squash, and then people used it for a tough manner. It is not an insult about how someone looks. The word feels informal and a little American; you hear it most in business talk and films.
組成hard + nosed; originally referred to hard-tipped bullets, later to people who are just as unyielding.
