Half-yearly means something happens, or is done, once every six months — twice in a year, with half a year in between. Schools, banks, and companies like this word: a half-yearly test, a half-yearly report, interest paid half-yearly. You can put it in front of a naming word, or after a doing word (they meet half-yearly). Though actually American English often prefers semiannual for the same idea; British English is very happy with half-yearly. This one does not mean “every two years”.

組成From half-year + -ly; or from half- + yearly. Half-year is six months. The -ly ending turns that stretch of time into “in that rhythm”, the same trick as in yearly (once a year).
