A half-baked idea, plan, or suggestion is one that is not ready: the thinking is unfinished, like bread pulled from the oven too soon. People say it to push an idea away as careless or silly. It is informal, a little sharp, and more at home in speech than in careful writing. You can also call a person half-baked, meaning they are not using their head, but that is ruder; the usual target is the plan, not the human. There is a literal sense — food not cooked through — though actually you will hear the metaphor far more. It is never a compliment.
