Hairless means with no hair. You can say it of a patch of skin, a whole body, an animal, or a kind of cat or dog that is born that way. For a person’s head, English often prefers bald — especially when the hair has gone with age. Hairless is the wider word: a hairless arm, a hairless , a hairless cat. Though actually, speakers sometimes use it with a little extra feeling: scientific and calm (“a hairless mammal”), or slightly uncomfortable if you point at a person that way, because it can sound like you are staring at their body. It is a normal adjective, not rude by itself, but bald is the kinder everyday word for a man’s head. There is also hairless as a joke about a very smooth look after shaving. The opposite idea is hairy. It does not mean “short hair”; short hair is still hair.
