A golliwog (in the first books, golliwogg) was a child’s cloth doll: black face, big white eyes, red lips, and short black hair. It was drawn in 1895 by Florence Kate Upton for a children’s book her mother wrote, and then British toys and even jam labels used the look for many years. The doll copies a cruel, joking picture of Black people that was common then. Because of that, the doll and the word are offensive to Black people. You should not use this word for a person, and you should not treat the doll as a cute, harmless toy. In Britain the word also became a racist insult; that use is worse still. If you meet it in an old story or on an old tin, know what it is, and leave it there. Kind speakers now avoid it.
