The picture inside the word is strong: as if God walked away and left the place behind. Though actually, people who say it are often not talking about church at all. They are complaining. They mean “this dump,” “the middle of nowhere,” “a sad, dull spot.” It is almost always used of places (town, village, stretch of road, corner of a building), not of people. It sounds tired and a bit bitter, more spoken than careful writing, and it is not a kind word if someone lives there. You would not put it on a postcard to the mayor.
