A garrulous person talks a lot — not just warmly chatty, but on and on, with stories, details and asides, until it is hard to get a word in. The word usually carries a small sigh: too many words, and they do not always go somewhere useful. It is rather bookish and a little unkind; you are more likely to meet it in a novel or a review than across a night-market table, where people just say someone is talkative, chatty, or never stops talking. Though actually, talkative can still sound like a compliment, and garrulous almost never does: it names the overflow, not the friendliness.
