This is the same word as full-fledged: completely developed, trained, or established. A fully-fledged teacher has finished training and is the real thing; a fully-fledged democracy is one that is up and running, not only promised. British English likes this form because fully is an adverb, so fully-fledged looks tidy to some writers. American English more often full-fledged. You are not saying something extra by choosing fully; you are only choosing a spelling. Use it for status and readiness, not for body size.
