    Full-blown means something has all the qualities of the complete, advanced version — it is not a small start, and it is not a weak copy. A full-blown crisis is a real crisis, already here. A full-blown war is war, not a quarrel that might become war. You usually put it before a noun. It often goes with serious or bad things (crisis, scandal, disease), but it can also be neutral, as in a full-blown investigation. It is made of full + blown. Dictionaries give two old pictures for blown: the past of blow meaning “to open like a flower,” and the past of blow meaning “to send out air.” Teachers do not all pick the same picture; both point to “opened all the way; at full strength.” A full-blown rose still means a rose opened wide. It does not mean the wind blew it, and it does not mean someone blew it up.
