Frugal means careful with money — you spend little, and you do not waste things. It is a kind word, not an insult: a frugal person is sensible, not mean. 'Stingy' or 'cheap' say the same idea , so people choose 'frugal' when they want to sound respectful. You can also call a meal frugal, meaning it is small and plain.
