A freeze-frame is when a moving picture — a film, a video, a DVD — stops on one still shot and stays there. The action does not keep going; you just look at that one picture. People do this to read a sign in the background, to study a sports play, or, in film work, to make time look as if it has stopped. You can also use it as a verb: freeze-frame the scene. The word can mean the stopped picture itself. Though actually, on a phone most people just say pause. Freeze-frame is more at home with films and DVDs, and with the idea of holding one frame — one little picture in the chain that makes a moving image.
