If someone is fractious, they become angry or impatient very easily. A fractious child snaps, cries, and will not be pleased; a fractious meeting is one where people pick fights over small things. It is a rather , grown-up adjective — you will see it in news and novels more than hear it in the playground. It does not mean “broken into pieces” and it does not mean “like a fraction.” Though actually, it comes from an old sense of fraction that meant a quarrel, a breaking into sides, so the “ready to row” feeling is hiding in the history. You can use it for a person, a group, or a “fractious debate.” Said about a person it can sound sharp; often they are tired or hungry, not born mean.
組成From an old sense of fraction meaning “discord, a quarrel” (that sense is no longer used) + -ous, “full of.” So: full of quarrel.
