The noun for the act of making a plan, a decision, or an idea official. You do not only agree in talk; you decide the details, write them down, and treat the thing as settled. A company may talk about the formalization of a new rule. A university may talk about the formalization of a theory — turning a loose idea into a clear set of steps, or even into maths. It is an office-and-university word, not a kitchen-table word. Though actually, this is not the same as making something more polite or more “formal” in dress. And it is not automatically empty: in English, formalization in this sense is about making the details official and clear.
