This is a British word for a kind of crime. Someone has waste they do not want — old sofas, bags of building , tyres, a broken fridge — and instead of taking it to the proper dump, they leave it on land where it does not belong: a quiet road, a field, a wood, a lay-by. They often do it quickly, at night, and drive away. That dumping is fly-tipping.
The picture in the word is British too. Tip, here, is not extra money for a waiter. In Britain, to tip rubbish is to dump it, and a tip is a dump. On the fly means doing something in a hurry, without going through the proper steps. So fly-tipping is dumping waste as you go, not at the official place.
It is a news-and-law word. Councils put up signs; you can get a large fine. Americans more often say illegal dumping. You will also hear the verb: someone has been fly-tipping again.
Though actually, it is not only big trucks and builders. A person who leaves a mattress on the pavement because they will not wait for collection is doing a small version of the same thing — and in Britain that can still count.

These figures do not include waste cleared by private landowners from their land. Convicted fly-tippers can receive a significant fine, a community sentence or even a prison sentence. While fixed penalty notices for fly-tipping have increased by 9% over the past year, court fines have decreased by the same percentage. The picture in parts of Wales, Scotland and Northern Ireland is similarly dismal. Many fly-tippers are getting away with it. It’s not just the odd mattress or bag of nappies. Some of the worst instances involve massive volumes of waste.
