Soft and woolly, or looking that way. It comes from the thick wool on a sheep, so the word carries warmth, thickness and a slightly fluffy surface. It is used two ways. First, about real material: a fleecy jacket, fleecy socks, a fleecy lining inside a coat — soft on the inside, warm to wear. Second, about things that only look woolly: fleecy clouds, a fleecy sky. This second use is common in poems and descriptions and is one of the oldest pictures in English writing — white clouds sitting in a blue sky do look like sheep in a field. Note that 'fleece' as a noun is also the name of the modern jacket itself ('put your fleece on'), so students meet both words. 'Fleecy' is the adjective — it describes the feel, not the object.
