A flashlight is a small electric light that you carry in your hand and switch on when you need to see in the dark. You take one camping, or you keep one in a drawer for when the power goes out. This is the everyday American word. In British English the same object is usually a torch. Though actually, that pair of words tricks : in American English a torch is more often something on fire, like a stick with a flame, so if you say torch in the US people may picture fire, not a battery light. Neutral, very common. You will almost always meet it as a noun.
