A flagrant action is not just wrong. It is wrong in a loud, easy-to-see way, as if the person does not care that everyone can watch. A flagrant lie is an obvious lie. A flagrant foul in sport is a rough, one. A flagrant abuse of power is when someone in charge breaks the rules out in the open. Though actually, we do not use flagrant for a quiet, hidden mistake. The whole point of the word is that the wrong is in front of you. It is a fairly strong, rather formal word; you hear it in the news, in court, and in sports talk. It is never a compliment.
