Felicitations is a very stiff, old-fashioned way to wish someone happiness when something good has happened — a wedding, a new baby, a prize. It does the same job as , but it sounds grander and more like a card or a speech. Almost nobody says it to a friend in the street; they say , or just well done. In this use it is nearly always plural: we offer felicitations, not “a felicitation.”
