If you say something feelingly, you say it with real feeling — you are not cold or flat; the emotion is in your voice and in the way you choose your words. “She spoke feelingly about her mother” means you could hear that it mattered. It is a slightly old or adverb. In everyday speech people more often say “with feeling,” or they just show the feeling and do not name it. It does not mean “I have feelings” as a thing you own; it tells you how the action was done.
