Fecklessly is the adverb from feckless. It describes how someone acts when they show no real determination and do not get anything useful done — they drift, smile, or start things, but nothing lands. “He fecklessly” means the wave carried no purpose. It has the same slightly literary, slightly judging feel as feckless, and it is more common in writing than in everyday American talk.
