This is how you say that something happens in an erratic way — not in a steady line, not on a clock you can trust. A car that speeds up, slows down, and drifts across the lane is moving erratically. A phone that is at forty percent one minute and eight percent the next is dying erratically. Same idea as erratic, just the form that sits on a verb. It still sounds a little formal; “all over the place” is the everyday cousin. It tells you about the manner, not about whether the facts are true.
