In the army, navy, or air force, enlisted people are the ones who are not officers. Officers hold the higher ranks and give many of the orders. Enlisted members are the soldiers, sailors, and airmen — from the newest private up through sergeants — who do a huge amount of the real work. In American English this is the normal label: an enlisted soldier, enlisted personnel. British English understands it, but often says other ranks instead. Though actually, enlisted also still means who joined: to enlist is to sign up, to put your name on the list. And a very experienced sergeant is still enlisted, not an officer. Enlisted is not another word for new or low-skilled.
