An enclave is a small area that sits inside a larger area but does not quite belong to it. The strict use is land: a piece of one country, or one city’s rule, locked inside another. People stretch it, very naturally, to people: a neighborhood where one language, food, or nationality is everyday life, while the city around it is different — a little world inside a bigger one. The word is a bit news-like, not slang. It is not praise and not an insult; it only says this pocket is a different kind from what holds it. Though actually, in loose talk, some speakers use it for any tight in-group, even an office team. That stretch is wider than the core meaning, which still wants a real place.
