The process of giving people more confidence, control, and power over their own lives — helping them believe they can make their own decisions and change their own situation. It's often used about groups of people who didn't have much power before, like 'women's empowerment' or 'community empowerment' programs. It's a fairly formal, positive word you'll see in news articles, charity work, and workplaces.
