In an office, a school, or a government department, empire-building is when someone tries to grow their own power inside the place they work: more staff, a bigger budget, more projects under their name, more people reporting to them. The “empire” is not a country. It is their patch. People usually say this with a raised — it suggests the person is feeding their status, not only helping the work. You hear it in business English, newspapers, and workplace gossip. It is a little critical. Though actually, when papers praise a founder for “building an empire,” that can sound grand. Empire-building about a manager almost never does; there it means grabbing turf inside the organisation.
empire-building 指的是在辦公室、學校或政府部門裡，想擴大自己權力的行為，例如增加人手、擴大預算，或把更多專案放在自己名下。這裡的 empire 不是國家，而是他自己的地盤。說這個字時通常帶著懷疑，暗示這個人是在累積地位，而不只是為了把事情做好。
這個字常出現在商業英文、報紙與職場閒談裡，語氣偏批評。報紙稱讚創辦人「building an empire」時，聽起來很宏偉；但用在主管身上，empire-building 幾乎就是在搶地盤。
