    An emirate is the country an rules, or the office he holds. Think of it as “the ’s land” or “the ’s job”. The United Arab Emirates is a group of such states; Dubai is one emirate inside that group, not the whole country. Though actually, people often say “the Emirates” as if it were one place — and in casual talk they mean the UAE. In careful talk, an emirate is one piece. The ending -ate here names the rank and the territory that goes with it, as in sultanate.
