An elocutionist is a person whose work is that art of clear public speaking: someone who teaches it, or — especially in older times — someone who performs it, reciting poems and speeches with a trained voice and gesture. It is a dated, formal job-word. You are more likely to meet it on a nineteenth-century programme or in an old novel than on a business card today. A modern person doing similar work might be called a speech coach, a voice teacher, or an actor. It does not just mean “someone who talks well.”
