This is the adverb twin of electoral. It means “when we look at votes and elections,” or “in a way that has to do with who would win a vote.” A party can be electorally strong in the countryside — they get many votes there — even if newspapers do not like them. A plan can be electorally risky: it might cost votes. A leader can be electorally weak among young people. People who write about politics use it; ordinary chat almost never does. You will meet it in news analysis, not in the market. Though actually, it does not mean “in an electric way,” and it does not describe the wires in a machine. It only talks about elections. If “electorally” feels heavy, you can often say “in the election” or “with voters” and still be clear.
