Used of clothes and some cloth goods: the piece has elastic built into it, so that part can stretch and then spring back — a waist, cuffs, the mouth of a bag, the top of socks. It is mainly British English. American English more often says elastic, or with an elastic waist. Though actually, the tidy shop definition (made with material that can stretch) is a bit looser than how people use it. Elasticated does not have to mean the whole fabric is stretchy, like sports cloth. A cotton skirt can be elasticated if only the waistband has elastic sewn in. A stretchy T-shirt with no elastic band is stretchy, not really elasticated. You meet it on labels, in catalogues, and in British talk about clothes and bandages.
