Effulgent means beautiful and bright, as if light were coming out of the thing itself. An effulgent sky, an effulgent smile, an effulgent sea at sunset. It is a book word: you will find it in stories and fancy writing more than in shops or group chats. People reach for it when “bright” feels too small and they want beauty in the light, not just a strong bulb. Though actually, if you use it about a person, you are almost painting them; it can sound like praise that is a bit much, or like a joke if the room is not in a poetic mood. The everyday words are bright, shining, and glowing. Same family as the noun — that one names the light; this one describes the thing that shines. It does not mean efficient (doing a job well and with little waste). That only looks a little like it at the start.
