    Effeminately is the adverb from effeminate. It describes how someone — almost always a man in the old use — speaks, walks, dresses, or moves: in a way the speaker reads as “like a woman.” You might see it in a novel: he laughed effeminately; he gestured effeminately. The -ly does not the idea. It still carries the old measuring stick: a man is being judged for not acting “hard” enough. In today's English it sounds literary or old-fashioned, and used of a real person it can be .
