A dropper is a short tube, usually glass or plastic, with a soft rubber bulb at one end. You squeeze the bulb, put the open end in liquid, then let go so the liquid is sucked up; squeeze again and it comes out one drop at a time. People use it for medicine (especially for the eyes), in science class, and whenever they need a tiny, measured amount. “Eyedropper” is the same tool, named for the eyes. The word names the tool here, not a person. It is ordinary home-and-clinic English.
