In this sense, drinking is not sipping water. It is the activity of taking alcohol — beer, wine, spirits. When the word stands alone as a thing people do, that is usually what it means. A drinking problem means alcohol is hurting someone's life. The drinking age is the age when the law lets you buy it. Social drinking is alcohol with friends, not a medical term. People also talk about giving up drinking, or about binge drinking (a lot in a short time). Though actually, the same shape of the word is just drink + -ing in the ordinary way: drinking tea is not this sense. You know which one it is from the rest of the sentence. Next to problem, habit, culture, or a no-drinking sign, it is alcohol.
