Think of an arrow pointing at the floor, showing which way something moves or faces. Downwards does not say where it ends up — only the direction of travel: away from the top, towards the bottom. Everything else the word does is that same arrow laid over something that is not a physical space: over numbers, or over the levels of an organization.
