In this sense, to double-dip is to take money or a benefit from two places at once, in a way that is not allowed or does not feel fair — two pensions, two expense claims for the same trip, pay from a job you should not also be claiming elsewhere. Newspapers and angry colleagues use it; it always sounds a bit accusing. Informal to semi-formal. The picture is dipping twice into the same pot, or into two pots you were only supposed to use once. Though actually, English borrows the same phrase for other pictures: putting a bitten chip back in the shared sauce, and a “double-dip recession” (the economy falls, climbs a little, then falls again). Those are cousin uses. The money-and-benefits use is the one that means “taking twice when you should not.”
