Dopy is only the British spelling of dopey. It means slow, sleepy, or a bit silly — as if your head is full of fog. It comes from dope, an old word for a drug that makes you sleepy, but people use it about anyone who looks empty-headed or who makes a foolish little mistake, even when no drugs are involved.
