Dopy is only the British spelling of dopey. It means slow, sleepy, or a bit silly — as if your head is full of fog. It comes from dope, an old word for a drug that makes you sleepy, but people use it about anyone who looks empty-headed or who makes a foolish little mistake, even when no drugs are involved. In American spelling you will nearly always see dopey. Same word, same meaning, different letters. It is informal and a little soft; it is not as sharp as calling someone stupid.
